B\u00fcy\u00fck oranda topraklar\u0131 deprem tehdidi alt\u0131nda bulunan T\u00fcrkiye\u2019de pek \u00e7ok \u015fehirde yap\u0131lar risk alt\u0131nda. \u00dclke genelinde yakla\u015f\u0131k 6 milyon konutun risk kapsam\u0131nda oldu\u011fu hesaplan\u0131rken, bunlardan 2 milyonu i\u00e7in ise her g\u00fcn kritik \u00f6nemde. Uzmanlar\u0131n deprem riskine kar\u015f\u0131 uyar\u0131da bulundu\u011fu \u0130stanbul\u2019da ise riskli konut say\u0131s\u0131 1.5 milyon; bu konutlar\u0131n da 600 bini i\u00e7in acil d\u00f6n\u00fc\u015f\u00fcm kodu var. Yap\u0131s\u0131n\u0131n sa\u011flaml\u0131\u011f\u0131ndan emin olmayanlar, ya da eski yap\u0131lar\u0131n\u0131 kentsel d\u00f6n\u00fc\u015f\u00fcmle yenilemek isteyenler i\u00e7in \u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131 taraf\u0131ndan verilen desteklerden de yararlanarak vatanda\u015flar kendi evlerini d\u00f6n\u00fc\u015ft\u00fcrebilir. Bu kapsamda yap\u0131labilecekleri ele ald\u0131k\u2026<\/p>\n<p><strong>1- Hibe imkan\u0131 var; yeni y\u0131lda tutar artacak<\/strong><\/p>\n<p>Riskli alan, rezerv alanda olan ve binas\u0131 i\u00e7in riski yap\u0131 karar\u0131 al\u0131nan malikler bundan yararlanabiliyor. Riskli yap\u0131larda en az 1 y\u0131l oturan kirac\u0131 veya s\u0131n\u0131rl\u0131 ayni hak sahipleri de (oturum hakk\u0131 olanlar) kredi \u00e7ekebiliyor. E\u011fer d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda y\u0131k\u0131lan ev ya da i\u015fyeri ayn\u0131 yerde yap\u0131lm\u0131yorsa, farkl\u0131 bir konut ve i\u015fyeri almak isteyene de kredi hakk\u0131 tan\u0131n\u0131yor. Konut yap\u0131m ve konut edinme i\u00e7in 1 milyon 250 bin lira, i\u015fyeri yap\u0131m i\u00e7in 800 bin lira, i\u015fyeri edinme i\u00e7in 350 bin lira, g\u00fc\u00e7lendirme i\u00e7in 320 bin lira \u2018faiz destekli kredi\u2019 veriliyor. Konut kredilerinde 10 y\u0131l, i\u015fyeri i\u00e7in 7 y\u0131l vade uygulan\u0131yor.<\/p>\n<p>Birden fazla konutu olan hak sahiplerinin ilk konutu i\u00e7in kullanacaklar\u0131 konut yap\u0131m ve konut edinme kredilerine uygulanacak faiz deste\u011fi oran\u0131 y\u0131ll\u0131k 840 baz puan (ayl\u0131k 0.70), iki ve sonraki konutlar\u0131 i\u00e7in ise bu oran 720 baz puan olarak uygulan\u0131yor. \u00d6rne\u011fin d\u00f6n\u00fc\u015f\u00fcm kredisi i\u00e7in faiz oran\u0131 y\u00fczde 3.70 oldu\u011funda kamunun y\u00fczde 0.70 deste\u011fi ile oran y\u00fczde 3\u2019e d\u00fc\u015f\u00fcyor.<\/p>\n<p>Yeni y\u0131lda miktar artabilir.<\/p>\n<p><strong>2- KDV y\u00fczde1, vergi har\u00e7 yok<\/strong><\/p>\n<p>T\u00fcm bu desteklerin yan\u0131nda evini kendi d\u00f6n\u00fc\u015ft\u00fcren vatanda\u015fa KDV oran\u0131 y\u00fczde 18 yerine y\u00fczde 1 olarak uygulan\u0131yor. Bu imkan da kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fc h\u0131zland\u0131rmak i\u00e7in \u00f6nemli bir etken olarak g\u00f6r\u00fcl\u00fcyor. D\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda in\u015fa edilen binalar, vergi ve har\u00e7lardan da muaf tutuluyor.<\/p>\n<p><strong>3- S\u00fcre kalkt\u0131, Yar\u0131s\u0131 Bizden devam<\/strong><\/p>\n<p>\u0130stanbul\u2019da ya\u015fayanlar i\u00e7in en avantajl\u0131 destek \u2018Yar\u0131s\u0131 Bizden\u2019 kampanyas\u0131. S\u00fcresiz \u015fekilde devam edece\u011fi a\u00e7\u0131klanan sistem kapsam\u0131nda her bir konut i\u00e7in 875 bin TL hibe, 875 bin TL kredi ve 125 bin TL ta\u015f\u0131nma deste\u011fi veriliyor. B\u00f6ylece her bir konut i\u00e7in 1 milyon 875 bin TL\u2019lik finansman deste\u011fi sa\u011flanm\u0131\u015f oluyor. Hak sahibinin di\u011fer her bir konutu i\u00e7in ise 1 milyon 750 bin TL kredi imk\u00e2n\u0131 sunuluyor. \u0130\u015fyeri i\u00e7in de 437 bin 500 TL hibe ve 437 bin 500 TL kredi deste\u011fi sa\u011flan\u0131yor. Hak sahibinin di\u011fer her bir d\u00fckkan i\u00e7in 875 bin TL kredi imkan\u0131 var. Burada \u00f6nemli bir detay \u015fu: 125 bin TL ta\u015f\u0131nma deste\u011fini ev sahibi oturuyorsa o, kirac\u0131 varsa kirac\u0131 al\u0131yor.<\/p>\n<div>\n<div><img decoding=\"async\" src=\"https:\/\/kamucalisani.net\/wp-content\/uploads\/2025\/11\/evini-donusturene-destekler-0-Z24txWCI.jpg\"\/><\/img><\/div>\n<\/div>\n<p>Hibelerde geri \u00f6deme yok. Kredi i\u00e7in de ilk y\u0131l faiz uygulanm\u0131yor. \u00d6demeler yap\u0131 ruhsat\u0131 al\u0131nd\u0131ktan 2 y\u0131l sonra ba\u015fl\u0131yor ve 10 y\u0131l vadeye yay\u0131l\u0131yor. \u00d6demenin ba\u015flad\u0131\u011f\u0131 ilk y\u0131l faiz uygulanmazken, sonraki y\u0131llar T\u00dcFE oran\u0131n\u0131n yar\u0131s\u0131 kadar g\u00fcncelleme yap\u0131l\u0131yor. \u0130stanbul\u2019daki Yar\u0131s\u0131 Bizden kampanyas\u0131nda b\u00fcy\u00fck d\u00f6n\u00fc\u015f\u00fcm projelerinde kamu kurumlar\u0131 devreye giriyor. Site benzeri b\u00fcy\u00fck d\u00f6n\u00fc\u015f\u00fcm\u00fc se\u00e7enler m\u00fcteahhit bulmakla u\u011fra\u015fm\u0131yor, evleri TOK\u0130 ya da Emlak Konut yeniliyor. Riskli yap\u0131 karar\u0131 sonras\u0131 y\u00fczde 100 uzla\u015fma sa\u011flayan hak sahipleri d\u00f6n\u00fc\u015f\u00fcm taleplerini iletmek i\u00e7in, Kentsel D\u00f6n\u00fc\u015f\u00fcm Ba\u015fkanl\u0131\u011f\u0131 Marmara Kentsel D\u00f6n\u00fc\u015f\u00fcm Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne ba\u015fvuru yap\u0131yor.<\/p>\n<p><strong>4- Oturma hakk\u0131 tan\u0131n\u0131yor<\/strong><\/p>\n<p>Desteklere ra\u011fmen \u00e7\u0131kan \u00f6demeleri yapamayacak durumda olan vatanda\u015flar da var. Bu durumda ise farkl\u0131 bir model uygulan\u0131yor. Dar gelirli ya da yoksul vatanda\u015flara bor\u00e7land\u0131rma yap\u0131lm\u0131yor, onun yerine \u2018oturma hakk\u0131\u2019 tan\u0131n\u0131yor. Vatanda\u015f\u0131n ba\u015fka m\u00fclk\u00fc, yoksulluk s\u0131n\u0131r\u0131n\u0131 a\u015fan geliri yoksa hi\u00e7bir bedel istenmeden evi d\u00f6n\u00fc\u015f\u00fcme giriyor. Vatanda\u015f depreme diren\u00e7li hale gelen evine yerle\u015fiyor. Sonras\u0131nda evinin de\u011feri kadar tapudan hisse al\u0131yor. Mesela; evin y\u0131k\u0131lmadan \u00f6nce de\u011feri 1 milyon TL, yeni de\u011feri 5 milyon TL ise 5\u2019te 1 oran\u0131nda tapuda hissesi oluyor. Yeni evde, e\u015flerin her ikisi \u00f6m\u00fcr boyu oturuyor.<\/p>\n<p><strong>5- Kira yard\u0131m\u0131 da artacak<\/strong><\/p>\n<p>Kampanya d\u0131\u015f\u0131nda \u0130stanbul ve di\u011fer t\u00fcm illerde evi d\u00f6n\u00fc\u015f\u00fcme giren vatanda\u015flara ayl\u0131k kira deste\u011fi veriliyor. \u0130stanbul i\u00e7in ayl\u0131k destek 8 bin lira, Ankara, Antalya, Bursa, \u0130zmir\u2019de 6 bin 500 lira, di\u011fer b\u00fcy\u00fck\u015fehirlerde 5 bin 500 lira, kalan t\u00fcm illerde ise 4 bin 500 lira. Yeni y\u0131lda bedellerin art\u0131r\u0131lmas\u0131 g\u00fcndemde. Riskli yap\u0131daki kirac\u0131lara iki ayl\u0131k kira yard\u0131m\u0131 \u2018tek seferde\u2019 \u00f6deniyor.<\/p>\n<p>Kira yard\u0131mlar\u0131 riskli yap\u0131larda 18 ay, riskli ve rezerv yap\u0131 alanlar\u0131nda ise en \u00e7ok 48 ay sa\u011flan\u0131yor.<\/p>\n<p><strong>Risk tespiti nas\u0131l yap\u0131l\u0131r?<\/strong><\/p>\n<p>Binan\u0131z\u0131n dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131 \u00f6l\u00e7t\u00fcrmek istiyorsan\u0131z, iki se\u00e7ene\u011finiz bulunuyor. Bunlardan ilki yaln\u0131zca bilgi ama\u00e7l\u0131 sunulan h\u0131zl\u0131 tarama testleri olurken, ikincisi \u00c7evre, \u015eehircilik ve \u0130klim de\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131\u2019n\u0131n lisans verdi\u011fi kurulu\u015flarca yap\u0131lan riskli yap\u0131 tespitleri. Bu se\u00e7enekte, bina riskli \u00e7\u0131karsa d\u00f6n\u00fc\u015f\u00fcm s\u00fcreci resmen ba\u015fl\u0131yor.<\/p>\n<p>H\u0131zl\u0131 tarama testini genellikle belediyeler, \u00fcniversiteler ve m\u00fchendislik alan\u0131ndaki sivil toplum kurulu\u015flar\u0131 yap\u0131yor. Bu testlerle binalar\u0131n \u00f6n risk de\u011ferlendirmesi yap\u0131l\u0131yor ve \u2018Detayl\u0131 test yap\u0131lmal\u0131 m\u0131?\u2019 sorusuna yan\u0131t aran\u0131yor. H\u0131zl\u0131 taramada, binadan karot al\u0131nm\u0131yor, kolon s\u0131valar\u0131 kald\u0131r\u0131larak \u00f6l\u00e7\u00fcmler yap\u0131l\u0131yor. Bina i\u00e7erisinde mimari plan uyumu, g\u00f6zle g\u00f6r\u00fclen \u00e7atlaklar, yap\u0131 ya\u015f\u0131, malzeme kalitesi gibi g\u00f6zlemler de yap\u0131larak bir sonu\u00e7 \u00e7\u0131kar\u0131l\u0131yor ve risk s\u0131n\u0131fland\u0131r\u0131l\u0131yor.<\/p>\n<p>Riskli yap\u0131 tespiti ise yaln\u0131zca \u00c7evre, \u015eehircilik ve \u0130klim de\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131\u2019nca lisans verilmi\u015f firmalar ya da yetkili kamu kurumlar\u0131 yapabiliyor. Firmalar\u0131n listesine \u2018csb.gov.tr\u2019 adresinden ula\u015f\u0131labiliyor. Riskli yap\u0131lar\u0131n tespiti i\u00e7in tek bir ev sahibinin ba\u015fvurmas\u0131 bile yeterli. Bu tespitlerde binadan karot \u00f6rne\u011fi al\u0131n\u0131yor. Gerekirse zemin et\u00fcd\u00fc yap\u0131l\u0131yor. Sonu\u00e7lar incelemeye g\u00f6nderiliyor ve binan\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re ortalama 30 g\u00fcnde risk durumu belirleniyor. Bina ba\u015f\u0131na test maliyeti binan\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcne, kolon say\u0131s\u0131na, numune say\u0131s\u0131na g\u00f6re de\u011fi\u015fmekle birlikte 50 bin liradan ba\u015fl\u0131yor.
