Birinci etapta yer alan tesislere ili\u015fkin bilgi veren Uralo\u011flu, &#8220;3 bin 750 metre uzunlu\u011fundaki 3. pistimizi, 77 metre y\u00fcksekli\u011findeki bu modern hava trafik kontrol kulesini ve t\u00fcm tamamlay\u0131c\u0131 tesislerimizi, milletimizin hizmetine sunaca\u011f\u0131z. Cumhuriyetimizin kalbi Ankara&#8217;m\u0131z, art\u0131k yeni ufuklara ve d\u00fcnyaya \u00e7ok daha geni\u015f ve g\u00fc\u00e7l\u00fc kanatlar a\u00e7acak.&#8221; ifadesini kulland\u0131.<\/p>\n<p>Ula\u015f\u0131m\u0131n, sadece bir yerden bir yere gitmek de\u011fil, ayn\u0131 zamanda zaman\u0131 en verimli \u015fekilde kullanmak, ekonomiyi h\u0131zland\u0131rmak ve kalk\u0131nmay\u0131 yayg\u0131nla\u015ft\u0131rmak anlam\u0131na geldi\u011fini, hava yolu ula\u015f\u0131m\u0131n\u0131n ise bu talebi kar\u015f\u0131layan en g\u00fc\u00e7l\u00fc ara\u00e7lardan biri oldu\u011funa i\u015faret eden Uralo\u011flu, \u015funlar\u0131 kaydetti:<\/p>\n<p>&#8220;T\u00fcrkiye, k\u0131talar\u0131n kesi\u015fim noktas\u0131nda, d\u00f6rt saatlik u\u00e7u\u015f mesafesinde, 1,5 milyar insan\u0131n ya\u015fad\u0131\u011f\u0131 67 \u00fclkenin merkezinde yer al\u0131yor. Bu avantaj\u0131 do\u011fru okuyarak, ula\u015ft\u0131rma stratejilerimizi k\u00fcresel \u00f6l\u00e7ekte, b\u00fct\u00fcnc\u00fcl bir anlay\u0131\u015fla planl\u0131yoruz. Bu vizyonla, Bakanl\u0131k olarak 2002&#8217;den bu yana s\u00fcrd\u00fcrd\u00fc\u011f\u00fcm\u00fcz sivil havac\u0131l\u0131k politikalar\u0131yla sekt\u00f6r\u00fcm\u00fcz\u00fc \u00f6zel i\u015fletmelere a\u00e7arak, rekabeti te\u015fvik ettik. B\u00f6ylece, havac\u0131l\u0131kta h\u0131zl\u0131 ve ba\u015far\u0131l\u0131 bir b\u00fcy\u00fcme d\u00f6nemi ba\u015flatt\u0131k. \u00dclkemizi, 24 y\u0131lda d\u00fcnyan\u0131n en geni\u015f u\u00e7u\u015f a\u011f\u0131na sahip \u00fclkelerinden biri haline getirdik.&#8221;<\/p>\n<p>Uralo\u011flu, bug\u00fcnlere kolay gelinmedi\u011fini dile getirerek, bug\u00fcn i\u00e7inde \u0130stanbul Havaliman\u0131&#8217;n\u0131n da dahil oldu\u011fu 58 aktif havaliman\u0131yla \u00fclkeye, vatanda\u015flara ve d\u00fcnyaya hizmet verdiklerini s\u00f6yledi.<\/p>\n<p>T\u00fcm projelerde oldu\u011fu gibi havaliman\u0131 yat\u0131r\u0131mlar\u0131n\u0131 da hizmet odakl\u0131 ve mimari estetikle e\u015fsiz yap\u0131lar olarak in\u015fa ettiklerini anlatan Uralo\u011flu, &#8220;Bu dev eserler ve simge yap\u0131larla, T\u00fcrkiye&#8217;yi k\u0131ymetli bir markaya d\u00f6n\u00fc\u015ft\u00fcr\u00fcyoruz. Havaliman\u0131 say\u0131m\u0131z\u0131, burada da b\u0131rakmayaca\u011f\u0131z. \u0130htiya\u00e7 duyduk\u00e7a, yenilerini yapmaya devam edece\u011fiz. Yap\u0131mlar\u0131 devam eden Yozgat ve Bayburt-G\u00fcm\u00fc\u015fhane havalimanlar\u0131m\u0131zla, havaliman\u0131 say\u0131m\u0131z\u0131 60&#8217;a \u00e7\u0131karaca\u011f\u0131z. Ayr\u0131ca yeniledi\u011fimiz ve yeni in\u015fa etti\u011fimiz havalimanlar\u0131m\u0131z sayesinde u\u00e7aklar\u0131m\u0131z\u0131n ini\u015f-kalk\u0131\u015flar\u0131n\u0131 sa\u011flayan pist uzunluklar\u0131m\u0131zda da dikkate de\u011fer bir y\u00fckseli\u015f var.&#8221; diye konu\u015ftu.<\/p>\n<p><strong>&#8220;T\u00dcRK\u0130YE&#8217;DE L\u0130SANSLI P\u0130LOT SAYISI 17 B\u0130N 910&#8217;A ULA\u015eTI&#8221;<\/strong><\/p>\n<p>Uralo\u011flu, yapt\u0131klar\u0131 yat\u0131r\u0131mlarla 2002&#8217;de T\u00fcrk sivil havac\u0131l\u0131\u011f\u0131na hizmet veren yakla\u015f\u0131k 149 kilometrelik pist uzunlu\u011funa, 92,4 kilometre daha ekleyerek 241 bin 400 metreye y\u00fckselttiklerini kaydetti.<\/p>\n<p>Havac\u0131l\u0131k alan\u0131ndaki bu altyap\u0131 g\u00fcc\u00fcn\u00fc, diplomatik ba\u015far\u0131larla da per\u00e7inlediklerini belirten Uralo\u011flu, 2003&#8217;te 81 hava ula\u015ft\u0131rma anla\u015fmas\u0131 olan \u00fclke say\u0131s\u0131n\u0131 bug\u00fcn 175&#8217;e \u00e7\u0131kard\u0131klar\u0131n\u0131, d\u0131\u015f hatlarda 50 \u00fclkede 60 noktaya u\u00e7u\u015f ger\u00e7ekle\u015ftiriliyorken bug\u00fcn 133 \u00fclkede 356 noktaya u\u00e7u\u015f ger\u00e7ekle\u015ftirdiklerini aktard\u0131.<\/p>\n<p>Bu altyap\u0131 ve u\u00e7u\u015f a\u011f\u0131 hamlelerinin, bilet sat\u0131\u015flar\u0131n\u0131n ve hava yolunu kullanan yolcu say\u0131lar\u0131n\u0131n art\u0131\u015f\u0131na da yans\u0131d\u0131\u011f\u0131n\u0131 bildiren Uralo\u011flu, 2025&#8217;te transit yolcularla 247 milyon 163 bine \u00e7\u0131kararak, Cumhuriyet tarihinin yeni rekorunu k\u0131rd\u0131klar\u0131n\u0131 vurgulad\u0131.<\/p>\n<p>T\u00fcrkiye&#8217;nin, bu say\u0131yla yolcu baz\u0131nda Avrupa&#8217;da 3., d\u00fcnyada ise 7. s\u0131rada yer al\u0131nd\u0131\u011f\u0131na de\u011finen Uralo\u011flu, \u015f\u00f6yle devam etti:<\/p>\n<p>&#8220;\u0130stanbul Havaliman\u0131&#8217;m\u0131z da yakla\u015f\u0131k 84,5 milyon yolcuya ev sahipli\u011fi yaparak, tek ba\u015f\u0131na T\u00fcrkiye n\u00fcfusuna yak\u0131n yolcuyu misafir ederek, b\u00fcy\u00fck bir ba\u015far\u0131ya imza att\u0131. 2002&#8217;den bu yana da yakla\u015f\u0131k 3,2 milyar yolcuya, \u00fclkemiz havalimanlar\u0131nda hizmet sunduk. T\u00fcm bu geli\u015fmelere paralel olarak sekt\u00f6rel b\u00fcy\u00fckl\u00fckte de b\u00fcy\u00fck bir art\u0131\u015f sa\u011flad\u0131k. 162 olan hava yolu i\u015fletmesi u\u00e7ak say\u0131m\u0131z neredeyse 5 kat art\u0131\u015fla 800&#8217;e, koltuk kapasitemiz yakla\u015f\u0131k 5 kat art\u0131\u015fla 27 bin 600&#8217;den 157 bin 785&#8217;e y\u00fckseldi. 2025 y\u0131l\u0131 da T\u00fcrk sivil havac\u0131l\u0131\u011f\u0131n\u0131n operasyonel g\u00fcc\u00fcn\u00fc art\u0131rd\u0131\u011f\u0131, filosunu geni\u015fletti\u011fi ve yolcuyla kargo ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda s\u00fcrd\u00fcr\u00fclebilir b\u00fcy\u00fcmesini devam ettirdi\u011fi bir y\u0131l olarak \u00f6ne \u00e7\u0131kt\u0131. 2025 y\u0131l\u0131 itibar\u0131yla T\u00fcrkiye&#8217;de lisansl\u0131 pilot say\u0131s\u0131 17 bin 910&#8217;a ula\u015ft\u0131. Pilot yeti\u015ftirme faaliyetlerimizi, aral\u0131ks\u0131z devam ettiriyoruz. Ayn\u0131 d\u00f6nemde pilotlar, hava trafik kontrol\u00f6rleri, bak\u0131m personeli ve di\u011fer havac\u0131l\u0131k meslek gruplar\u0131n\u0131 kapsayan toplam lisansl\u0131 havac\u0131l\u0131k personeli say\u0131s\u0131 da 26 bin 888&#8217;e y\u00fckseldi.&#8221;<\/p>\n<p><strong>YOLCU TRAF\u0130\u011e\u0130N\u0130N 2045&#8217;TE 31 M\u0130LYONUN \u00dcZER\u0130NE \u00c7IKMASI BEKLEN\u0130YOR<\/strong><\/p>\n<p>Uralo\u011flu, Esenbo\u011fa Havaliman\u0131&#8217;n\u0131n, ba\u015fkentin d\u00fcnyaya a\u00e7\u0131lan kap\u0131s\u0131 ve \u00fclkenin havac\u0131l\u0131k alan\u0131ndaki ba\u015far\u0131l\u0131 ser\u00fcveninin en parlak \u00f6rneklerinden biri oldu\u011funun alt\u0131n\u0131 \u00e7izdi.<\/p>\n<p>Esenbo\u011fa Havaliman\u0131&#8217;n\u0131n i\u00e7 ve d\u0131\u015f hatlar toplam\u0131nda 2020&#8217;den bu yana hizmet sunulan yolcu istatistiklerine de\u011finen Uralo\u011flu, &#8220;2021&#8217;de 7 milyon 29 bin, 2022&#8217;de 8 milyon 680 bin, 2023&#8217;te 11 milyon 951 bin, 2024&#8217;te 12 milyon 914 bin ve ge\u00e7ti\u011fimiz y\u0131l ise 13 milyon 988 bin yolcu say\u0131s\u0131na ula\u015f\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. Yani, yolcu say\u0131s\u0131 5 y\u0131l i\u00e7inde neredeyse 2 kat\u0131na \u00e7\u0131km\u0131\u015f. Ayn\u0131 \u015fekilde 2021&#8217;de 66 bin 913 olan toplam u\u00e7ak trafi\u011finin de yakla\u015f\u0131k y\u00fczde 54&#8217;l\u00fck bir art\u0131\u015fla 2025&#8217;te 103 bin 298&#8217;e \u00e7\u0131kt\u0131\u011f\u0131n\u0131 g\u00f6rebiliyoruz. \u00d6n\u00fcm\u00fczdeki 10 y\u0131ll\u0131k projeksiyonda yani 2035&#8217;te, yolcu trafi\u011finin y\u00fczde 65 art\u0131\u015fla 23,1 milyonu, 2045&#8217;te ise y\u00fczde 32&#8217;lik bir art\u0131\u015fla 31 milyonun \u00fczerine \u00e7\u0131kaca\u011f\u0131n\u0131 \u00f6ng\u00f6r\u00fcyoruz.&#8221; ifadesini kulland\u0131.<\/p>\n<p>Esenbo\u011fa Havaliman\u0131&#8217;n\u0131 yenilik\u00e7i bir vizyonla geli\u015ftirme \u00e7al\u0131\u015fmalar\u0131na ba\u015flad\u0131klar\u0131n\u0131 ve s\u00fcratle \u00e7al\u0131\u015fmalar\u0131 tamamlad\u0131klar\u0131n\u0131, 2 etaptan olu\u015fan projenin 1. etab\u0131n\u0131 tamamlad\u0131klar\u0131n\u0131 anlatan Uralo\u011flu, \u015fu de\u011ferlendirmelerde bulundu:<\/p>\n<p>&#8220;Havaliman\u0131m\u0131z\u0131n, 75 metre geni\u015fli\u011fi ve 3 bin 750 metre uzunlu\u011fundaki 3. pisti, 77 metre y\u00fcksekli\u011findeki yeni Hava Trafik Kontrol Kulesi, 13 bin 500 metrekare teknik blo\u011fu, 85 bin metrekare b\u00fcy\u00fckl\u00fc\u011f\u00fcndeki 6 u\u00e7ak park kapasiteli yeni kargo apronu ve bunlara ba\u011fl\u0131 taksi ve servis yollar\u0131 dahil olmak \u00fczere yakla\u015f\u0131k 945 bin metrekare kaplama sahas\u0131, 3 ba\u011flant\u0131 taksi yolu ve 5 h\u0131zl\u0131 \u00e7\u0131k\u0131\u015f taksiyolu, 5 bin 850 metrekare u\u00e7u\u015f kontrol hangar\u0131, 13 bin 500 metrekare hava trafik kontrol kulesi ve teknik blok, 5 bin 750 metrekare g\u00fcmr\u00fck m\u00fcd\u00fcrl\u00fc\u011f\u00fc, 4 bin 750 metrekare \u00f6zel maksatl\u0131 garaj, 2 bin 100 metrekare yeni itfaiye istasyonu, 4 bin 750 metrekare \u0131s\u0131 merkezi ve su deposu, 825 metrekare \u00f6zel ayd\u0131nlatma bak\u0131m binas\u0131, 800 metrekare apron bariyer binas\u0131, 920 metrekare nizamiye binas\u0131, 15 n\u00f6bet\u00e7i kule ve 232 metrekare ana nizamiye binas\u0131 gibi toplam 41 bin 52 metrekare in\u015faat alan\u0131na sahip \u00e7ok say\u0131da binay\u0131, \u00e7a\u011f\u0131n en son teknolojisine uygun olarak in\u015fa ettik, personelimizin insanca g\u00f6rev yapabilece\u011fi hale getirdik.&#8221;<\/p>\n<p>Uralo\u011flu, yine, 1200 ara\u00e7l\u0131k a\u00e7\u0131k otopark, 3 bin 545 metre uzunlu\u011fundaki \u00e7evre g\u00fcvenlik duvar\u0131, 12 bin 20 metre \u00e7evre g\u00fcvenlik duvar\u0131 ayd\u0131nlatmas\u0131, 18 bin 300 metre \u00e7evre g\u00fcvenlik duvar\u0131 kamera izleme sistemi gibi tamamlay\u0131c\u0131 \u00e7al\u0131\u015fmalar\u0131 da bitirdiklerini aktard\u0131.<\/p>\n<p>Ankara Esenbo\u011fa Havaliman\u0131&#8217;n\u0131n, bug\u00fcn\u00fcn ve gelece\u011fin ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layacak, ba\u015fkente ve \u00fclkeye yak\u0131\u015f\u0131r modern, g\u00fcvenli ve y\u00fcksek kapasiteli bir k\u00fcresel havac\u0131l\u0131k merkezi h\u00fcviyetine daha da g\u00fc\u00e7lenerek kavu\u015faca\u011f\u0131n\u0131 dile getiren Uralo\u011flu, &#8220;Havaliman\u0131m\u0131z\u0131n y\u0131ll\u0131k yolcu kapasitesi, 20 milyondan 30 milyona y\u00fckselerek, ba\u015fkentimiz daha fazla irtifa kazan\u0131yor. Projemizin ikinci etab\u0131 kapsam\u0131nda da en az 40 bin metrekarelik Terminal Binas\u0131 Geni\u015fletmesi, Genel Havac\u0131l\u0131k Apronu ve Taksi Yolu \u00e7al\u0131\u015fmalar\u0131 yapaca\u011f\u0131z. Ayr\u0131ca 298 milyon avroluk yat\u0131r\u0131m gerektiren bu projeyi, devletimizin kasas\u0131ndan tek kuru\u015f \u00e7\u0131kmadan ger\u00e7ekle\u015ftirdik. \u00dcstelik herhangi bir yolcu garantisi koymadan hayata ge\u00e7irdi\u011fimiz bu projemizle, 25 y\u0131l i\u015fletme s\u00fcresi kar\u015f\u0131l\u0131\u011f\u0131nda KDV dahil 560 milyon avro kira geliri elde edece\u011fiz.&#8221; diye konu\u015ftu.<\/p>\n<p><strong>&#8220;K\u00d6\u0130 HAVAL\u0130MANLARINDAN ALINAN K\u0130RA-TES\u0130S-ARAZ\u0130 KULLANIM BEDEL\u0130 9 M\u0130LYAR 600 M\u0130LYON AVRO&#8221;<\/strong><\/p>\n<p>Uralo\u011flu, Kamu \u00d6zel \u0130\u015fbirli\u011fi (K\u00d6\u0130) modeliyle hayata ge\u00e7en hava yolu projelerinin ba\u015far\u0131s\u0131na da dikkati \u00e7ekerek, \u015funlar\u0131 kaydetti:<\/p>\n<p>&#8220;\u0130stanbul Havaliman\u0131, \u00c7ukurova Uluslararas\u0131 Havaliman\u0131 gibi K\u00d6\u0130 modeliyle hayata ge\u00e7en projelerimizin ba\u015flang\u0131c\u0131ndan g\u00fcn\u00fcm\u00fcze al\u0131nan garanti fazlas\u0131 \u00fccret yakla\u015f\u0131k, 360 milyon avrodur. T\u00fcm K\u00d6\u0130 havalimanlar\u0131ndan al\u0131nan kira-tesis-arazi kullan\u0131m bedeli ise yakla\u015f\u0131k 9 milyar 600 milyon avrodur. Bu modelle \u00fclkemiz ekonomisine yakla\u015f\u0131k 10 milyar avro katk\u0131 sa\u011flad\u0131k. G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere, K\u00d6\u0130 havalimanlar\u0131ndan elde edilen kira ve kullan\u0131m bedelleri, modelin as\u0131l gelir kalemini olu\u015fturmakta ve finansal bir ba\u015far\u0131y\u0131 temsil etmekte. Bu, hem kamu kaynaklar\u0131n\u0131n etkin kullan\u0131m\u0131n\u0131, hem de \u00f6zel sekt\u00f6r\u00fcn yat\u0131r\u0131mlar\u0131n\u0131 te\u015fvik eden kazan-kazan yakla\u015f\u0131m\u0131m\u0131z\u0131n somut kan\u0131t\u0131d\u0131r. Hizmete a\u00e7aca\u011f\u0131m\u0131z bu eserler, yaln\u0131zca ta\u015f ve \u00e7elikten olu\u015fan yap\u0131lar de\u011fil, ayn\u0131 zamanda ba\u015fkentimizin y\u00fckseli\u015fini simgeleyen eserlerdir.
