Ayr\u0131ca 2010 y\u0131l\u0131ndan sonra yap\u0131lan ve asgari C enerji s\u0131n\u0131f\u0131na sahip konutlar, avantajl\u0131 kredi de\u011fer oran\u0131 uygulanan konutlar kapsam\u0131na al\u0131nd\u0131.<\/p>\n<p>Bu \u00e7er\u00e7evede yap\u0131lan de\u011fi\u015fikliklerle, enerji verimlili\u011fi y\u00fcksek ve g\u00f6rece depreme dayan\u0131kl\u0131 konutlar\u0131n al\u0131m\u0131 ile ilk konutunu edinecek t\u00fcketicilerin desteklenmesi ama\u00e7land\u0131.<\/p>\n<p>Sekt\u00f6r temsilcileri, AA muhabirine yapt\u0131\u011f\u0131 a\u00e7\u0131klamada s\u00f6z konusu de\u011fi\u015fiklikleri de\u011ferlendirdi.<\/p>\n<p><strong>&#8220;\u0130K\u0130NC\u0130 EL KONUTLARIN DAH\u0130L ED\u0130LMES\u0130 KONUT P\u0130YASASI A\u00c7ISINDAN \u00d6NEML\u0130 B\u0130R ADIM&#8221;<\/strong><\/p>\n<p>Konut Geli\u015ftiricileri ve Yat\u0131r\u0131mc\u0131lar\u0131 Derne\u011fi (KONUTDER) Y\u00f6netim Kurulu Ba\u015fkan\u0131 Ziya Y\u0131lmaz, ikinci el konutlardaki k\u0131s\u0131tlamalar\u0131n kald\u0131r\u0131ld\u0131\u011f\u0131na i\u015faret ederek, \u201cKonut kredilerinde birinci ve ikinci el ayr\u0131m\u0131n\u0131n kald\u0131r\u0131lmas\u0131 ve ikinci el konutlar\u0131n krediye daha etkin bi\u00e7imde dahil edilmesi konut piyasas\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli ve olumlu bir ad\u0131md\u0131r. Enflasyondaki d\u00fc\u015f\u00fc\u015fle birlikte, krediye eri\u015fimi s\u0131n\u0131rlayan di\u011fer k\u0131s\u0131tlar\u0131n da g\u00f6zden ge\u00e7irilmesinin \u00f6nemli oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyoruz.\u201d dedi.<\/p>\n<p>Son 10 y\u0131lda kredili konut sat\u0131\u015flar\u0131n\u0131n toplam sat\u0131\u015flar i\u00e7indeki pay\u0131n\u0131n y\u00fczde 30\u2019lardan y\u00fczde 14\u2019e geriledi\u011fini dile getiren Y\u0131lmaz, kredili birinci el konut sat\u0131\u015flar\u0131n\u0131n pay\u0131n\u0131n ise y\u00fczde 15\u2019lerden y\u00fczde 3,5 seviyelerine d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc, ayn\u0131 d\u00f6nemde s\u0131f\u0131r konutlar\u0131n toplam sat\u0131\u015flar i\u00e7indeki pay\u0131nda da benzer bir d\u00fc\u015f\u00fc\u015f e\u011filimi g\u00f6r\u00fcld\u00fc\u011f\u00fcn\u00fc s\u00f6yledi.<\/p>\n<p>Y\u0131lmaz, ikinci ve \u00fc\u00e7\u00fcnc\u00fc konut al\u0131mlar\u0131na y\u00f6nelik kredi k\u0131s\u0131tlar\u0131n\u0131n devam etmesinin bu alandaki \u00fcretimi s\u0131n\u0131rlad\u0131\u011f\u0131n\u0131 kaydederek, &#8220;Birinci el konut \u00fcretimi ve sat\u0131\u015flar\u0131n\u0131n, kredi mekanizmas\u0131yla uyumlu ve eri\u015filebilir bir finansman \u00e7er\u00e7evesi i\u00e7inde ele al\u0131nmas\u0131; hem g\u00fcvenli yap\u0131 stokunun art\u0131r\u0131lmas\u0131 hem de konut piyasas\u0131n\u0131n sa\u011fl\u0131kl\u0131 ve s\u00fcrd\u00fcr\u00fclebilir bi\u00e7imde dengelenmesi a\u00e7\u0131s\u0131ndan kritik \u00f6nem ta\u015f\u0131maktad\u0131r.&#8221; diye konu\u015ftu.<\/p>\n<p>S\u0131f\u0131r konut sat\u0131\u015flar\u0131n\u0131n artmas\u0131n\u0131n in\u015faatla birlikte 250 alt sekt\u00f6r\u00fc ve istihdam\u0131 destekleyece\u011fini vurgulayan Y\u0131lmaz, daha g\u00fcvenli yap\u0131lar\u0131n konut stokuna kazand\u0131r\u0131lmas\u0131 bak\u0131m\u0131ndan da \u00f6nem arz etti\u011fini bildirdi.<\/p>\n<p>Y\u0131lmaz, &#8220;Bu nedenle, konut finansman mekanizmalar\u0131n\u0131n birinci el konut \u00fcretimi ve sat\u0131\u015flar\u0131yla uyumlu \u015fekilde kurgulanmas\u0131n\u0131n, \u00fcretim, istihdam ve ekonomik b\u00fcy\u00fcme a\u00e7\u0131s\u0131ndan daha y\u00fcksek katma de\u011fer sa\u011flayaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz.&#8221; ifadelerini kulland\u0131.<\/p>\n<p><strong>&#8220;T\u00dcKET\u0130C\u0130LER\u0130N KRED\u0130 ER\u0130\u015e\u0130M\u0130N\u0130 KOLAYLA\u015eTIRMAK \u0130\u00c7\u0130N YER\u0130NDE B\u0130R ADIM&#8221;<\/strong><\/p>\n<p>Gayrimenkul ve \u0130n\u015faat Platformu Ba\u015fkan\u0131 Mustafa Ekiz, d\u00fczenlemeleri \u201cT\u00fcketicilerin kredi eri\u015fimini kolayla\u015ft\u0131rmak, finansal istikrar\u0131 art\u0131rmak ve kaynaklar\u0131n etkin kullan\u0131m\u0131n\u0131 sa\u011flamak i\u00e7in at\u0131lan yerinde bir ad\u0131m\u201d olarak de\u011ferlendirdi.<\/p>\n<p>Enerji verimlili\u011fi y\u00fcksek konutlar\u0131n kredi oranlar\u0131 a\u00e7\u0131s\u0131ndan daha avantajl\u0131 gruba dahil edilerek desteklenmesini takdirle kar\u015f\u0131lad\u0131klar\u0131n\u0131 dile getiren Ekiz, &#8220;Ayn\u0131 hassasiyeti bu s\u0131n\u0131flara dahil olan projelere ruhsat almak i\u00e7in ba\u015fvurdu\u011fumuz belediyelerden de bekliyor ve ruhsat konusunda da h\u0131zl\u0131 ad\u0131mlar at\u0131lmas\u0131n\u0131 istiyoruz.&#8221; diye konu\u015ftu.<\/p>\n<p><strong>&#8220;\u0130K\u0130NC\u0130 EL KONUTLAR DA KRED\u0130YE ER\u0130\u015e\u0130MDE CAZ\u0130P HALE GELECEK&#8221;<\/strong><\/p>\n<p>Anadolu Yakas\u0131 \u0130n\u015faat M\u00fcteahhitleri Derne\u011fi (AY\u0130DER) Ba\u015fkan\u0131 Hakan \u015ei\u015fik ise daha \u00f6nce kredi oranlar\u0131nda yeni konutlar lehine bir avantaj oldu\u011funu an\u0131msatarak, &#8220;Bu ayr\u0131m\u0131n kalkmas\u0131yla ikinci el konutlar da krediye eri\u015fimde daha cazip hale gelecek. D\u00fczenleme, ilk kez ev sahibi olacak t\u00fcketicilere avantaj sa\u011fl\u0131yor. Bu da talebi canl\u0131 tutacak ve sat\u0131\u015flar\u0131 destekleyecek. Daha \u00f6nce de dedi\u011fimiz gibi y\u0131l\u0131n ikinci yar\u0131s\u0131nda \u00f6zellikle bir hareketlilik bekliyoruz.&#8221;<\/p>\n<p><strong>&#8220;KONUT P\u0130YASASININ GER\u00c7EK \u0130HT\u0130YA\u00c7LARINA CEVAP VEREN DO\u011eRU B\u0130R ADIM&#8221;<\/strong><\/p>\n<p>Gayrimenkul Pazarlama ve Sat\u0131\u015f Profesyonelleri Derne\u011fi (GAPAS) Ba\u015fkan\u0131 Mustafa Kemal \u015eahin de ilk evini alacaklara y\u00f6nelik kredi kullan\u0131m oranlar\u0131n\u0131n g\u00fcncellenmesi ve birinci el-ikinci el ayr\u0131m\u0131n\u0131n kald\u0131r\u0131lmas\u0131n\u0131n konut piyasas\u0131n\u0131n ger\u00e7ek ihtiya\u00e7lar\u0131na cevap veren do\u011fru bir ad\u0131m oldu\u011fu s\u00f6yledi.<\/p>\n<p>Uzun s\u00fcredir devam eden konut talebinde vatanda\u015f\u0131n en b\u00fcy\u00fck engelinin finansmana eri\u015fim oldu\u011funu vurgulayan \u015eahin, \u015fu ifadeleri kulland\u0131:<\/p>\n<p>&#8220;Bu d\u00fczenleme \u00f6zellikle orta gelirli kesimin konut sahibi olma umudunu yeniden canland\u0131racak, piyasada daha sa\u011fl\u0131kl\u0131 ve dengeli bir hareketlilik olu\u015fturacakt\u0131r. Ancak tek ba\u015f\u0131na kredi oran\u0131 d\u00fczenlemesi yeterli de\u011fildir. Kal\u0131c\u0131 \u00e7\u00f6z\u00fcm i\u00e7in \u00f6ng\u00f6r\u00fclebilir faiz politikas\u0131, arz\u0131 art\u0131racak \u00fcretim modelleri ve ilk ev alacaklara y\u00f6nelik te\u015fvikler e\u015f zamanl\u0131 y\u00fcr\u00fct\u00fclmelidir. GAPAS olarak temel yakla\u015f\u0131m\u0131m\u0131z nettir: Konut l\u00fcks de\u011fil ihtiya\u00e7t\u0131r, finansman da ayr\u0131cal\u0131k de\u011fil eri\u015filebilir bir hak olmal\u0131d\u0131r.
